Grange Meadows, reserved matters

We are pleased to report approval by North West Leicestershire District Council to Cadeby Homes’ reserved matters planning application.  Called Grange Meadows, their site is south of Grange Road in Hugglescote and is one of the plots of land within the South East Coalville sustainable urban extension for which we helped gain outline consent.  The development will include 49 houses. Our Infrastructure Design team designed the road and drainage networks, ensuring they fit within the wider plans for the area and conform to the approved Design Code.

Working with Rosconn Strategic Land, we have supported their outline planning application for 80 dwellings on a site on the eastern edge of Desford, opposite Bosworth College on Leicester Lane.  The application first went to Hinckley & Bosworth’s planning committee in June 2019.  The members decided not to determine the application, and were minded to refuse it because the site sits outside the settlement boundary and would have been harmful to the character and appearance of the countryside.  Shortly afterwards, an appeal decision confirmed insufficient housing supply in the Borough.  The application therefore went back to the 23 July committee, and at the second time of asking it was approved – the presumption in favour of sustainable development allowing a decision other than in accordance with the development plan.  Our transport work assessed the local impact, but also defined a contribution towards a planned County Council scheme to alleviate long standing congestion at the A47 Desford Crossroads.

marketing Cadley Park

Fisher German, agents for Harworth Group at Cadley Park in Swadlincote, have just released an updated marketing video – see here. Our involvement began in 2013 and resulting in planning consent for 600 houses on three parcels, set around the golf course and country park.  We have continued to assist, as Avant Homes bought Parcel C, and Taylor Wimpey bought Parcel B.  Adjustments to the permission for Parcel A, including its access roundabout and pedestrian and cycle links through the Park, mean it is now being marketed.  It is great to see the masterplan being delivered.

Hallaton – approved

Working with Grace Homes, we have helped secure planning consent for a development of 23 dwellings on the edge of the village of Hallaton in Leicestershire.  There was considerable local opposition, but Harborough District Council’s officers considered “The scheme will be very much in keeping with the local area in scale, appearance and density and should therefore be seen to be compliant with the council’s local planning policy.”  Our hardest task was the design of the access, which evolved through consultation to minimise views in to the site and hence preserve the rural character of North End.

Hallaton

Bardon Hill approved

We are pleased to report that on 2 July 2019 North West Leicestershire District Council approved Harworth’s planning application for c360,000sqft of B2/B8 employment use on land to the south of Bardon Road in Bardon Hill. The application was supported by our Transport Assessment, which proposed a new left-in left-out junction on the A511.

Most complicated were our flood risk and drainage assessments. We carried out a cut / fill analysis of the ground to ensure development plateaus could be delivered and to understand finished floor levels. As part of the site was identified as being within Flood Zone 3 we carried out detailed flow modelling of the River Sence, which flows east to west through the site. We established accurate critical flood extents allowing us to produce a drainage strategy with a series of linked ponds and floor levels raised to protect the development within the constraints of the site.

Southwater South

Working for Tungsten Properties and with Pegasus Group, ADC Infrastructure provided highways advice to support the successful application for an employment unit at Oakhurst Business Park in Southwater, West Sussex.  The employment unit’s use class was flexible for both B1c or B8 use. ADC produced a Transport Statement that included evidence to show that the unit could operate if it was B1c or B8 use and that the parking at the site could accommodate either of these use classes. We also undertook vehicle tracking to show large delivery vehicles moving in and out of the access. We have now been instructed to provide a Travel Plan to discharge one of the planning conditions.

care home – approved

* update to 14 December 2018 * Charterpoint Senior Living’s 70 bedroom care home on Grantham Road in Bingham was approved by Rushcliffe Borough Council on 23 May 2019.  The application, on the former police station site, sought to overturn a refusal for a previous proposal by another company that was dismissed at appeal. Our Transport Statement supported the application. After car parking assessments, it was the negotiations about upgrading bus stops that was most testing.
